Representative Jill Cooper from the 55th Legislative District of the Pennsylvania House of Representatives has highlighted the importance of voter identification in ensuring the integrity of elections. Cooper emphasized the necessity for citizens to have confidence in the electoral process, stating, "If citizens are to have confidence in their government, they must first have confidence in the electoral process that selected its public officials."

She further stressed the significance of secure elections, noting, "All Americans should have confidence that elections are carried out securely and if confidence is low, it is incumbent upon leaders to act." Cooper expressed support for a bipartisan proposal aimed at restoring trust in the election system through a voter identification requirement in the Pennsylvania Constitution.

Referring to the widespread support for voter identification, Cooper cited a survey by the Pew Research Center, stating that "four in five Americans support voter identification." Additionally, a study conducted by Franklin & Marshall College in 2021 found that 74% of Pennsylvanians support requiring identification for voting.

Cooper also underscored the practicality of voter identification, drawing parallels with everyday scenarios where identification is routinely requested. She remarked, "Think of the times that we are asked to provide identification. Borrowing a library book. Purchasing alcohol. Boarding a plane. These are just a few."

In advocating for the inclusion of a voter identification requirement in the Pennsylvania Constitution, Cooper highlighted the legislative process involved in passing constitutional amendments and the need for voter engagement in decision-making. She noted the progress made with House Bill 891 and the importance of timely action before the end of the current legislative session.

As of March 27, a discharge resolution supported by more than 50 House members has been proposed to advance the voter identification requirement for a full House vote. Cooper's efforts align with her commitment to ensuring the integrity and security of the electoral process in Pennsylvania.
